Webb built his class of 500 0-6-0 coal tanks between 1873 and 1892. They were built purely for slow freight work. In the period 1905-1907 46 were rebuilt as saddle tanks and became the 58870 class.
Between 1881 and 1897 Webb built 300 0-6-2Ts which were tank engine versions of his of the 58320 class. These tank engines became known as the Coal Tank. They had the same cheaply produced cast iron wheels and H-section spokes as the tender engines. A trailing radial truck supporting the bunker was added also with two similarly cast iron wheels.
They were almost entirely built of Crewe standard parts, including the radial rear axle – a simple and excellent design. Most were relieved of freight duties when the extent of their appalling brakes (initially made of wood) were uncovered, and some were fitted for motor train working. Between the front and rear tanks there was a tall step over a flexible water hose, and this was always good for tripping the crew up when getting in or out

They were originally intended for short-distance freight work, but were found to be very useful for local passenger trains and were soon at work all over the LNWR system. The early engines were painted plain black, but later engines were turned out in the fully lined-out black passenger livery. Some were even fitted for push-pull workings in later years.
The first engines were withdrawn in 1921 and the 291 engines which came into LMS stock numbered 755-7841. Some of these were renumbered by the addition of 20000 to their numbers in 1934 and 27830 in 1948. Sixty-four came into BR stock in 1948 of which six were withdrawn before being allocated BR numbers.
