This locomotive was built by Hudswell Clarke in Leeds in 1938 to a John Fowler design. This was because the South Johnstone Mill wished to purchase a steam locomotive and John Fowler had ceased producing them. John Fowler could not convince the mill to buy a petrol or diesel locomotive so to retain the sale they sub contracted the construction of a steam locomotive to a Fowler design to Hudswell Clarke. The Locomotive thus carries the John Fowler works number of 22752 and the Hudswell Clarke works number 1705.
The South Johnstone Mill was established following a recommendation from a 1911 Royal Commission which had been set up to inquiry into the desirability of having an additional sugar mill site. There was already a tramline branch between there and the Innisfail tramway, which led to the Mourilyan wharf. A government controlled South Johnstone mill crushed its first cane in 1916, producing 4729 tones of sugar.
There is very limited information available on the working life and early years in preservation of this locomotive.
It has been in store with the Australian Narrow Gauge Railway Museum Society (ANGRMS) since the 1980s at their Woodford base.
