
30828 was completed at Eastleigh in 1927. It was withdrawn from service in January 1964 having spent all of its time under BR ownership based at Salisbury whilst accumulating a mileage of 1,287,124. Following being withdrawn it was sold to Woodham Brothers for scrap and remained there until 1981.
The Eastleigh Railway Preservation Society (ERPS Ltd) was formed with the sole aim of owning and preserving an Eastleigh built locomotive. It was initially intended to be a static exhibition but subsequently restored to main line condition and specifications relevant at the time. The locomotive chosen was an S15 class goods engine which finished its service as number 30828. The purchase price to buy the locomotive from Woodham Brothers was £10,500 which was raised with the help of a grant and loan from Eastleigh Borough Council. The locomotive, complete with eight-wheel tender, was transported by road to Eastleigh Works in 1981.
Restoration work by volunteers commenced at Eastleigh Locomotive Works in 1981 and was completed in 1993 with the locomotive restored to main line standards and given the name Harry A Frith. After being run in on the East Somerset Railway and undergoing a heavy haulage test run appeared on the main line on a number of occasions including taking part in VE day celebrations on 8th May double heading with 3077 Sir Lamiel on a train from Portsmouth to Victoria. A month later it was used to haul D-Day commemorative special trains from Southampton docks to Salisbury.
In 1997 30828 completed its final main line running before the boiler certificate expired on the Eastleigh to Salisbury line. It 1998 it ran on the Swanage Railway for a short while.
The locomotive was taken out of service in 2002.
30828 is currently being overhauled on the Mid Hants Railway at Ropley and was originally hoped to have it returned to steam in 2017.
By 2018 a new smokebox had been made for the locomotive. The boiler was awaiting a slot for overhaul at the Ropley works.
The overhaul of the locomotive had suffered a setback from the theft of a number of parts from the owning groups container at Ropley.
