This locomotive was built by John Fowler in Leeds in 1924 as one of a batch of five engines ordered for the Tully Central Sugar Mill tramway in Queensland.

At that time Tully Mill was under construction by the Queensland state government, and in 1931 the mill was sold to local growers to become the Tully Co-operative Sugar Milling Association Ltd.

Whilst operating at Tully Mill the locomotive was fitted with extended water tanks, fitted with a rear coal bunker and a modified smokebox door.

The locomotive was withdrawn from service in 1961 and placed in a local park.

In May 1972 it was sold to Bruce Macdonald and transported to join his collection of steam locomotives at the Museum of Historic Engines at Goulburn in New South Wales.

As early as 1973 the locomotive was sold again. It was then moved to Lachlan Vintage Village at Forbes in New South Wales. The locomotive was apparently used as a source of spare parts for Tully Mill No 4 (John Fowler 16340) and the locomotive was stripped of its water tanks and chimney.

The ownership of the locomotive then passed to Forbes Shire Council in 1981 and then to the O’Keefe Family Trust in 1984.

The Lachan Vintage Village was forced to close and in 1986 the assets were auctioned off and sold to a private buyer. It was then moved to a private site in Echuca in Victoria where it remained in open storage for 32 years.

The owner died in 2016 and two years later his estate sold the locomotive to a British enthusiast for his Richmond Valley Light Railway in Kent.

The locomotive returned to Britain in 2019 and after further changes in ownership arrived at The Steam Workshops in Leeds in December 2019 where restoring the locomotive to full operation commenced. It is understood the restoration will restore the locomotive to the as built by John Fowler condition.
