This locomotive was built by Robert Stephenson & Company at Darlington in 1899 for stock but was purchased by the Blue Circle Southern Cement at Portland a few years later.
The short private railway connected the cement works at Portland with the New South Wales Government Railways (NSWGR) at Mudgee. The line was only two kilometres long it included a steep gradient up to the cement plant.
The locomotive was acquired for preservation in 1974 by Parramatta Park Steam Tram Preservation Society.
It appears that the locomotive was slightly too large to fit into the locomotive shed so two holes were cut into the rear wall to allow the buffers to poke through. It is also understood that the locomotive was very heavy for the track in use then and was only used infrequently.
In 1993 the locomotive was sent to the New South Wales Rail Transport Museum, Thirlmere in 1993 for contract restoration. Whilst the locomotive was at Thirlmere there was an arson attack at Parramatta which destroyed the locomotive shed and severely damaged locomotives leaving this locomotive as the only remaining asset.
The Parramatta Park Steam Tram Preservation Society later relocated to Valley Heights and have progressively rebuilt their collection and operations there. This locomotive was moved to Valley Heights in 1999.
Since then the locomotive has been on display at Valley Heights and has occasionally steamed there.
